At its final meeting of the year, the Instructional Quality Commission (IQC) on Nov. 15 approved matters related to the 2025 California Mathematics Instructional Materials Adoption process.
The schedule of significant events, online instructional materials review application, and draft content standards and evaluation criteria maps were approved first by members of the Mathematics Subject Matter Committee and then by the full commission.
Key activities from the schedule of significant events involving the IQC include November 2024 when the IQC will recommend instructional material reviewers to the State Board of Education (SBE), April 2025 when IQC members present and participate in the reviewer training week, July 2025 when IQC members facilitate reviewer deliberations and September 2025 when the IQC recommends instructional materials for adoption to the SBE.
Application materials for individuals who wish to serve as instructional materials reviewers (IMRs) and content review expert (CRE) on the review panel were also approved. Panel members will evaluate instructional materials aligned with the California Common Core Standards for Mathematics for K-8 use, and IMRs will primarily be teachers and CREs with a doctorate degree in mathematics or a related field.
The reviewer application period is tentatively scheduled for April through September 2024.
Selected panelists will receive four days of training in April 2025 before reviewing instructional materials on their own, using the approved content standards and evaluation criteria maps.
“Those maps basically are an opportunity for the publisher to cite where in their program people can find the content to cover the particular evaluation criteria statement or the standard in question or the grouping of the big ideas,” said David Almquist, an education programs consultant at the California Department of Education.
Following the individual review, selected panelists will reconvene in panels for up to four days of deliberation in July 2025. Deliberations will conclude with the preparation of a report to the IQC.
Commissioners took actions to recommend the schedule, application and the content standards and evaluation criteria maps to the SBE.

- The November session was the final meeting for IQC Chair Lily Jarvis (Alhambra Unified School District) and Vice Chair Linsey Gotanda (Paramount USD) as well as commissioners Mariana Astorga-Almanza (Lynnwood USD) and Cristina Andre (Ontario-Montclair School District) as their four-year terms come to an end in December.
- Lena Delgado Bradshaw (ABC USD), Jacquay Durant (San Bernardino City USD), Cheryl Frye (Menifee Union SD) and Javier Hernandez (Montebello USD) will begin their service on the IQC in January.
